Small Bites is our newest virtual training series delivering relevant and valuable tools on the implementation of small-scale development. Sessions will range from an hour to an hour and a half in length. Led by our diverse faculty, they’ll offer expertise drawn from real-life experiences. These sessions are for people of all skill levels, from small-scale developers and local advocates, to policymakers. An opportunity to ask questions is included at the end of each secession. Decoding Zoning for Small Developers

Join us for a virtual session on how small developers can decode zoning. You’ve probably been in this situation: A great lot is available on a prime corner at a seemingly fair price... should you buy it for your next project? Many small developers can whip up a rough design and basic pro forma to assess whether the deal will work or not. However, how many of them check on the zoning first? How many of them can tell if the zoning will help or hinder their project idea? Jumping into a deal without fully vetting the site’s zoning can sink your project before it ever leaves the port. Dan Zack, who wrote and administered zoning codes for local governments for 23 years, will show you how to see through the noise and legalese of your city’s complex zoning regulations to quickly determine if your project idea is destined for smooth sailing or rough waters.

In this session, he'll help you learn how to avoid common pitfalls and how to identify "hacks" that can be leveraged to make your project idea successful.

IDA Faculty Presenter Dan Zack

Presenter Dan Zack is the founder and President of Zack Urban Solutions, Inc, a consulting firm which offers urban planning services to cities and developers who need assistance creating walkable, fun, and inclusive places. Prior to founding ZUS in 2022, Dan spent 23 years in local government working on practical, achievable solutions to challenges facing cities. As the Assistant Director of Planning and Development for the City of Fresno he oversaw the current planning, long-range planning, Downtown revitalization, historic preservation, and parking management programs for the 5th largest city in California. As the Downtown Development Manager for the City of Redwood City in the San Francisco Bay Area he attracted the development of 2,500 homes in an area that had stagnated for decades, but which is now one of the most active downtowns in the Silicon Valley. He also instituted the first performance-based parking ordinance in the nation, inspired by the writings of professor Donald Shoup, and he wrote a chapter in Shoup’s most recent book, Parking and the City.
